We, the undersigned, call on the North Carolina state legislature to enact the proposed "Modifications for Developmentally Appropriate Sentencing" bill. This important legislation aims to address the unique circumstances of youthful offenders who were convicted of crimes before the age of 25.
The current criminal justice system often fails to account for the stage of human development known as "emerging adulthood." During this critical period, the brain is still undergoing significant changes that impact decision-making, impulse control, and risk assessment. Youthful offenders should not be treated the same as fully developed adults when it comes to sentencing and rehabilitation.
The proposed bill would allow youthful offenders who have served at least 15 years and have exhibited genuine growth and rehabilitation to be considered for modified sentencing.
